Job Title: Quality Assessor (Quality Assurance Specialist III)
Duration: 03+ months
Location: Monterey, TN
SCHEDULE: 10hr/day, 5 day/week, 50hr/week and then will move to a 6/10 schedule at a later date. May be longer or shorter, as workload requires.
Note: This is a field based position, at the spread 2 office. We will start out at 5 days then probably will go to 6 once we ramp up and possibly some 7 day weeks in there.

The position requires the monitoring of processes and procedures within each Construction region. The position requires performing Process Assessments for assigned projects, and assisting with the review of contract Exhibits during the RFP and IFC period.
The position assignee also assists with specification revisions to ensure compliance with Company and DOT 192 and 195 regulations. The assignee receives periodic direction from his supervisor and work is checked on a periodic basis.

Duties May Include but are not Limited to the Following:
- Serve as a point of escalation for technical issues within the Quality Management department. Monitor project investigations.
- Update Construction SharePoint site with specification update notifications. Monitor and maintain distributed Operator Qualification (OQ) notifications.
- Analyze construction quality related data from a variety of sources including audit logs, nonconformance logs, contract review logs, audits conducted by PHMSA, and similar data.
- Conduct field Process Assessments and may assist with field PHMSA document audits. Serve as a lead in Specialist of Construction Quality meetings.
- Lead training for new Quality team members. Monitor to ensure proper training has been provided to new Construction Quality Personnel.
- Assist with the approval process for construction contracts at various stages of the contracting process. Develop and maintain documents related to processes, procedures, guidelines, handbooks, work instructions, and departmental presentations.
- Present Project Quality related information to audiences of diverse size and background. Serve as a Quality Management System (QMS) Power User as needed.
- Represent the Quality Management department at industry conferences and report back on meetings. Assist in reviewing Supply Chain Vendor Data Documentation.
- Work cross-functionally with technical groups (Operational Compliance. Regulatory Compliance, Administration Services, Pipeline Integrity, Metallurgical Services, Design (Pipeline/Compressor Station), and Supply Chain.
- Participate in construction compliance and construction administration process improvement initiatives as required.
- Serve as a good steward of company resources, interests, and demonstrate integrity and trust through words and actions.
- The position requires a minimum of five (3) years prior experience working in the pipeline or facility construction industry, and a thorough knowledge of applicable codes and standards to pipeline construction.
- Included in the five (3) years prior experience, a minimum of three (1) years of field construction experience is required. The position requires a fundamental understanding of quality management principles as well as project management principles.
- NACE 1 or Higher, CWI, API 1169, QMS Training, Root Cause Analysis Training.
- Logical and analytical problem solver, ability to troubleshoot issues and understand technical issues, and ability to demonstrate sound reasoning and judgment.
- Must be highly motivated, show initiative/independence, and be driven to make important contributions. Strong attention to detail.
- Fundamental understanding of Microsoft Word, Excel, PowerPoint, Visio, SharePoint, and Adobe Acrobat Writer. Fundamental familiarity with the process of writing SOPs, guidelines, and creating handbooks.
- Fundamental understanding of the contract conformance process. Fundamental understanding of a Phase Project Lifecycle. Knowledge of Governing Regulations (API 1104 Latest Edition, Pipeline Safety Regulations 192, 195, etc.).
- Ability to assist during inspection staff trainings. Ability to manage diverse relationships, build effective teams, and seek conflict resolution in a professional manner.
- Ability to travel as needed Notes:
- This position may oversee the work of contract personnel but has no direct Company employee reports. This position may be based in the Houston. This position requires frequent overnight travel.
WORKING CONDITIONS:
- 50% in office and 50% travel
