Position Summary
The Manager, Sourcing Portfolio serves as the primary interface between business customers and Procurement, ensuring a high-quality customer experience while delivering strategic sourcing solutions that support operational reliability, financial performance, and long-term business objectives.
The Portfolio Manager is responsible for developing and executing sourcing strategies, aligning procurement activities with business priorities, overseeing category performance, and leading strategic sourcing events from opportunity identification through contract execution. Through stakeholder engagement and demand planning, this role ensures sourcing decisions balance cost, quality, schedule, supplier capability, and risk while delivering value.
This position leads a team of Category Leaders responsible for achieving operational and financial goals through cost savings, value creation, supplier optimization, and continuous process improvement. The role also provides leadership for Supplier Relationship and Performance Management (SRPM), driving supplier accountability, strengthening strategic partnerships, mitigating supply chain risks, and improving supplier performance through market intelligence, analytics, and cross-functional collaboration.
This is a hybrid position, requiring employees to work 50% of the time onsite at the assigned work location in Auburn, CA.
Key Responsibilities
- Serve as the primary interface between business customers and Procurement for sourcing activities.
- Partner with stakeholders to develop near-term and long-term sourcing strategies and tactical plans.
- Develop strategic portfolio and category plans to achieve cost savings, service excellence, supplier diversity, and total cost of ownership objectives.
- Ensure governance of the contract approval process from contract creation through contract award.
- Oversee contract spend across multiple spend categories.
- Develop short-term and long-term sourcing strategies for assigned portfolio.
- Lead complex cross-functional teams in executing strategic sourcing initiatives.
- Perform spend analysis, needs assessments, benchmarking, and business case development.
- Develop and execute negotiation strategies.
- Monitor and maximize customer satisfaction through standardized service level agreements.
- Lead supplier relationship and performance management initiatives focused on continuous improvement.
- Establish supplier service level agreements and performance accountability.
- Approve purchase orders and contracts ranging from $500,000 to $10 million.
- Directly supervise Category Leaders.
Minimum Qualifications
- Bachelor's degree or equivalent experience (one year of experience may substitute for one year of college).
- 8+ years of sourcing or related industry experience.
- Ability to lead cross-functional teams.
- Strong problem-solving skills with the ability to identify and overcome implementation barriers.
- Demonstrated leadership and people management skills.
Preferred Qualifications
- MBA or equivalent advanced degree.
- Six Sigma, CPSM, or related professional certification.
- Project Management experience.
- Utility industry experience.
- 2–3 years of supervisory experience.
- SAP/SRM proficiency

At SPECTRAFORCE, we are committed to maintaining a workplace that ensures fair compensation and wage transparency in adherence with all applicable state and local laws. This position's pay range is $175,000.00/Yearly – $226,000.00/Yearly.
